We evaluated how each county exposes records: trustee sites, GIS portals, PDFs, web interfaces. Field names mismatch across counties, collection paths are brittle, and failure modes vary by source. Some counties require year-filter parameters; others break silently when those filters are wrong.
We designed a collection and normalization pipeline that turns messy per-county sources into one usable dataset. The pipeline handles county-specific quirks, normalizes field names and formats, surfaces failures clearly, and enables operator recovery when a county path breaks. Built production-deep in Putnam and DeKalb counties as validation.
CitiSen runs as a repeatable Tennessee county pipeline with ongoing weekly production runs.
